The iSkoot for Skype Android App by iSkoot brings the features of Skype to the Android. When you load the app you have the option to either sign in using your Skype account or if you do not have a Skype account, you have the option of creating a new account. The time it takes you to sign in will vaey depending on the strength of your connection. Once you are signed in you will be prompted to enter a phone number. You can then select a contact to call or chat with. Be sure to make a test call to check the quality of your connection before you make a call. This app makes a great portable solution for Skype users.

Is this the same gimped version as Skype Lite in the Market that uses your cell phone minutes rather than your 3G or WiFi?
Nope, if you have a WiFi connection it uses the Internet to make a call just like Skype would on your computer. Have you heard different?
